So first things first, make sure these jeans aren't so long that they cover your feet. If you're wearing graphic heels you DO want the graphics to be seen. So, yeah, don't wear them too long :)
Secondly, this T-shirt idea with the belt is interesting. It's different. You would wear a skinny belt (something bright) and you would put it somewhere around your waist (whatever looks good for you). It looks awkward right now, right? No worries! Pull your t-shit over the belt a bit-kind of like how the ancient roman women wore their togas.

It gives your T-shirt a different look. It can make a graphic T look a bit more feminine :)
You can put the belt higher or lower for a different look. :)
If you don't like any of this then wear the t-shirt, the jeans, the heels, and wear the belt the normal way it should be worn. Tuck a bit of your T-shirt in so that the bright belt can peep out.
